I have a grand total and a text box in report footer and have print bottom of page checked. The grand total and text is printed on a balnk page at the bottom.
 
I also tried having the Grand Total in a  separate report footer and reduced the height of the group footer and report footers. The Grand total in this case prints on the previous page but the text in the report footer still prints at the next blank page.
 
I also tried chekcing new page after with a formula
not onlast record for the group footer and the report footers. This did not help either.
 
How can I fix this issue?

it sounds like the issue is not so much with the grand total, as how the rest of you report lays out.  It sounds like your report take x pages, and it is always a whole page, so the report footer is pushed to the next page.
 
it would seem that one course of action would be to try and get the report to be a bit smaller (and I know that this can be difficult, not appealing to the eye, etc) but for the last page, it sounds like you need a way to make the group footer and the report footer get along together.
