Normally I would say yes but I am not sure with using a top N.
You can test it and report back. If you can use a master table of vendors and left join it to the table for your top whatever data is from then use the vendor table for grouping and it will show you all of the vendors regardless of their existance in the other table.
1 major caveat to this is if you use a select statement in will likely change your outer join into an inner join and you drop all the vendors back out.
