I want to be able to do this  in my report
 
If {table1.BillState}='CT' then "Connecticut"  ( COnnecticut should come from other table) 
 
I want to have this query :

SELECT State.Descr,POReqHdr.State from table1

LEFT OUTER JOIN table2

ON table1.BillState = table2.StateProvI

How to approach  this?

YOu can add the two tables to your report via the Database Expert. Within the DB Expert you can create the left outer join option on the Links tab.
The Select part of the statement is not needed. If you use the DB Expert all fields from either table will be available for use in the report. Not knowing your data I assume this join will essentially make your desired result of 'CT' ="Connecticut".
