How do you write a formula to pull date/time fields that are empty or have no data? I have tried "  " but that doesn't work.
 
I am trying to pull accounts that are Inactive yet do not have a stop date.

Try using IsNull({Table.FiledName})

{Taxpayers.Status}='I' AND {TaxpayersLocationsTaxes.StopDate}isnull
 
This didn't work. Could it be because the stopdate is a date/time field and not a string? Other suggestions?

you have to use
isnull ({TaxpayersLocationsTaxes.StopDate})
