I am working with Crystal Reports 9 and PeopleSoft.

I have a report that breaks on Department code.  My question is if it is possible to create separate report files for each department instead of having one file containing all departments.  We need to distribute the departmental information to each individual department manager.  In a perfect world, these separate files would also be PDFs.

Not in native CR, but there are third party tools out there for doing multiple PDF files and splitting PDF files. You can Google Visual-CUT or PDF-eXPLODE.

It is possible using a parameter to choose department and then set selection expert to filter based on input from parametar... then you run report and generate pdf for every department. Not very elegant but works if number of departments is not too big.

We have thousands of departments.  Right now we have an unreliable script that does just as you suggest, but its really slow and prone to errors.  I'm looking for a better way.

What you need is called report bursting. There is a free report bursting and report distribution tool which is called DocumentBurster. It works great with Crystal Reports and has good report file break documentation.
