     Itemcode       Item Description
     20001          Thread Pin

If the records with blank item codes doesn't show up, you cannot resolve this with a formula.

You have to look at the database links, or the selection criteria.
Do you have multiple tables in the report? Or do you have selectioncriteria that selects only records with itemcodes?

check whether your query is fetching data with blank records. If not then handle it at query to fetch these records also. Mostly it will be because Itemcode will be having a filter with parameter and if you don't give any parameter it doesn't pull the values with null values.

Handle it like this in your query

Select * from
YourTable
Where Nvl(Item_Code,-12345)=
Nvl(Nvl(Parameter,Item_Code),-12345)

This works where your itemcode is number. Incase is its char replace the -12345 with some dummy character which your column wont be having.

Hope this helps.
