I know this post is old but the same thing happend to me. It took a while to find a solution, so I decided to post it.
Crystal Enterprise 10 uses a DLL (u2fsepv.dll) to export Character-seperated values. After applying one of the CE Service Packs this DLL got updated. The new DLL no longer uses delimiters for blank (NULL) values. Luckily the update process backed up the old files. I replaced the DLL with a copy of the original one. And it worked.

New DLL: 11/28/2005 (v10.0.5.62)
1) Renamed C:\Program Files\Common Files\Crystal Decisions\2.5\bin\u2fsepv.dll to u2fsepv.old
2) Copied the old DLL
From: C:\Program Files\Crystal Decisions\Enterprise 10\Patches\Crystal Enterprise 10.0 Service Pack 6\Backup of CE10WIN_EN_SP6...\
To: C:\Program Files\Common Files\Crystal Decisions\2.5\bin\
