In the 2 RTs that are giving you trouble go into the RT designer and the Evaluate formula box.
There is a setting in the upper-right-hand. Is it set to 'Default values for Nulls' or 'Exceptions For Nulls'?
If it is not set to 'Default values for Nulls' make that change.
Did this fix it?

There is no place to change this anywhere in the formula workshop, that I can see.

What version are you using?
It should be next to the option to flip between 'Crystal Syntax' and 'Basic Syntax'

V10 and I don't see it there.

It should be in the 'Expressions Editor" which is the same tool bar that has the 'X-2 check' option.
Not to worry now but you will want to find that at some point as it can really impact your formulas.
IN the mean time change your evaluate formula too:
{@Quarter} = '2nd
Qtr'
and {StatusId} in [3,6] and
(onlastrecord or
next(meetingID)<> meetingID
)
