It's easy to display the contents of a single value parameter in a report header. Using the JOIN function you can display a multivalue parameter's value list.
 
Does anyone know how to display the lower and upper values of a RANGE parameter?

Yes,
 
By using the minimum and maximum.
 
For example, I have a formula here where I am having the minimum and maximum dates from a date range displayed on a bar chart.
 
ToText (Minimum({?Week 1 Date Range}))+" - "+ ToText (Maximum({?Week 1 Date Range}))
