I would like to create a parameter where the person can either
choose to see the detail section of a report by choosing Yes or it
defaults to No and suppresses the detail section. I have set up parameters before but they usually involve values fields.

Create a new parameter "suppression settings" as a string.
In the value dialog enter two values: "show details" and "suppress details".
In your section expert, click the formula button next to the Suppress(no drill down) function and enter:
({?Suppression Setting})= "Suppress Details"
edit: you can obviously change the wording to your preferences.
