I have created a report that is suppressing records based on a running total.

Suppression Formula:
if({#Interval Count} > 0)

My running total is counting the number of scheduled inspection where the interval is not 0

I am trying to get a count for only the equipment that does not have a scheduled inspection.

I can not create a running total using the suppression criteria since that is based on a running total.

Any help would be appreciated...

hard to tell based on your description how to handle this.
You cannot use one RT in another as they evaluate at the same time.
Usually you can just include the suppression criteria as an evaluate criteria in a second running total but I am not sure this will work for you.
What does your row level data look like and then how do you want to count it?
