Not quite sure what the question is. If you want to filter by information from Cost Center and Average Cost, then you need to include those fields in as part of a filter.
But I have noticed a couple of things. First off doing a upper case on the prompt,but then comparing to the lower case string might still work, but not advised. Second the NOT in front of the is null is a function. Modified formula below.
if (UpperCase({?visao}) = 'CM') then true else not(isnull({AGR_REQ_CENTRO_CUSTO_V.ID_CENTRO_CUSTO}))
