i assume you mean the SSN header and footer.
the point of the shared variable in this would be to add each row and last and then display the result in your footer reseting on the next header
you are not adding anything in it
e.g. details - shared numbervar eehours:= eehours+{hours};
 
this action is creating your summary already so you do not need to resummarize it.
that said it is no differennt that
sum(hours,ssn)
or a Running Total with SUM of the hours resetting on SSN group

yeah i had it that way but it's returning 3 mil hours instead of the 1026 hours my test employee has. so i was trying it another way to see why that was happening. thank you you for your help.

I assume you have duplicate date rows. I also assume you have a unique identifier per hours row.
if so you can use that as your 'key' to the summarization.
for a RT
name=whatever
field to sumamrize=hours
type= sum
evaluate=on chaneg of a field (your primary key for the detials on HOurs)
reset=on SSN group
place in SSN footer
