I not sure is CR problem or DB2 controlling the access.
I have a report connecting to DB2 stored procedure. Sometime the report able to run, sometime it's hanging and bottom displaying message "Accessing Database". seen it's unable access the DB.

There are a number of conditions that may cause the report to hang including: other reports/users accessing the database, connectivity, and/or an error in the procedure itself.
Yet it sounds like the report runs fine often and hangs otherwise. I bet a Christmas tree if you try to run this procedure in a query window (copy and paste stored procedure statement and run) it will yield results quicker. Have you tried testing the procedure outside the report?
