Hello,
 
How do I set a default date/time to be 'current date' 00:00:00 for one parameter and 'current date' 23:59:59 for another parameter?
 
Our searches are based on a date range from the beginning of one day to the end of another day, or on the same day. We do need an option to change the time if needed, but it'd make it more convenient if the times were defaulted to as shown above.

Thre is no option to set currentdate as your default date for your parameter.  Set some date as default date i.e. 01/01/1900 and evaluate this in select expert like :
 
If {?Startdate} = date(1900,01,01) then {?Startdate} =  Currentdate
 
similarly, you can set the time also.
