In the Customize Style tab of the Cross-Tab Expert, try turning off Suppress Empty Rows and Suppress Empty Columns.  However, you'll also need to set up your data in such a way that you have at least one record for every Region for every Group.  This usually involves setting up some outer joins so that you get the region even if there's no record in the table that has your monthly data.

What table does the country name come from?  What tables do you have and how are they linked together.  I suspect you're not seeing India because there is no India record for the group.
