I have three parameters in my report ?StratDate, ?EndDate
?Department. These three parameters are in SQL Command level; Not in Report level. So can i make them optional? if Yes, could you please tell me how to do it?

No, they cannot be optional.  You could, however, set default values, check for those in the SQL of your command, and treat the default values as if nothing was selected for the parameter.

You can't.  However, if the user doesn't set the parameter, it will be automatically set to the default value.
