Not quite, you're looking at it backwards, the clocks go forward at 2am. IE this is what we'd see.
 
GMT    PDT    PST     Actual Time in Realistic Terms (IE Someone living in this area)
08      23       00      23
09      00       01      00
10      01       02      01
11     02      03     03
12      03       04      04
 
The bold entry is where the clocks actually went forward, when PDT became PST.
 
Hopefully that clears it up abit?

hmm it seems like it does!!... but why is arizona an hour behind? (especially when they dont do DST?)

When you're changing you local OS timezone settings to Arizona are you unchecking "Automatically adjust for DST"? I'm not certain this is going to fix anything, this is all new on me too - just trying to logically think about what could cause these issues. At the end of the day a computer only does what you tell it to do, not what you thought you told it to do! :)

True that! :)

I never thought to uncheck it, but I tried it, and no success; still the same values returned :( Good suggestion though!
