I am creating a bar chart that graphs the number of permits issued by month.  That part is working fine. 
 
Is there a way I can have a bar showing the total number of permits issued for the year then the monthly bars?

i don't think so.
maybe show the monthly items as a % for the year or do a stacked bar chart for each month with in the year bar.
