I am working with a report that is grouped at the department level and within each department group there is a subreport that calulates percentages for multiple measures. The output of my report will be department on each page and list of measures with %s for every department. Sample output looks like below:

Department One
    Measure 1    50%
    Measure 2    60%
    Measure 3    40%
Department Two
    Measure 1    80%
    Measure 2    70%
    Measure 3    60%
Department Three
    Measure 1    60%
    Measure 2    90%
    Measure 3    50%

What I want to add to this report is the ranking for each measure across the department. Percentage is a formula field. Desired output should look like below:

Department One            
    Measure 1    50%        3   
    Measure 2    60%        3
    Measure 3    80%        1
Department Two
    Measure 1    80%        1
    Measure 2    70%        2
    Measure 3    60%        1
Department Three
    Measure 1    60%        2
    Measure 2    90%        1
    Measure 3    50%        3

I do not understand your ranking process and can only assume there were typos in dept 1 and 2.
i would try to avoid the subreport.
If you can get your values in the main report without using variables (only summary functions) you can possibly use top N sorting which should easily get you the "rank".
