I used GROUP but had an issue of the group header displaying at the bottom of the page without the data. The data shows on the next page. Is there a way to instruct Crystal to not print a header unless it has data to fit and follow on the same page? If not, move the header to the next page.

right click on the group/change group/second tab/keep together.
 
This will keep the header with the data (unless the data is too large to fit on one page)...may cause blank sections as the data is being 'pushed' to another page.
 
you can also count lines, and if the lines are after a certain value, force a page break.

Another trick, if you just want to make sure that the header has at least one or two rows of data printed with it before a page break:
add a group header A
Place nothing in
Mark it keep together
Mark it to underlay following sections
Expand it's height to be group header B and 1 or 2 rows of data

Interesting, something to keep in mind...
Seems much more effective than counting rows and all the variability that could entail.
 
not that I do much development in CR anymore...
