What is the best way to format a report to look like an Excel spreadsheet?

If you are talking about columns and rows with lines for each you could create the columns and row lines, pretty tedious. You could try a cross - tab report or you could simply export it to Excel. Do note the export to Excel and cross tab may not give you the result you are looking for.

If you simply want columns and rows that is pretty much the core layout of CR. You can set alternatiing colors for each row so it gives a more Excel look.
 
In the end CR gives you lots of layout choices as does Excel, so its had to give a more specific solution to the question of matching one to the other.
