Is there any way in Crystal to tell the subreport that is in a report currently in the report footer to always fall to a new page.  Any help would be great.  Thanks

you can place the subreport in a section then in the section expert
right click and check off NEW PAGE BEFORE

you can conditionally suppress it, again in section expert.

if this is to be hidden when the subreport is displayed you can use:
OnLastRecord

that's all you need...if it is on the last record, it will return true and suppress, otherwise it will return false and not suppress.
