I have a field (field A) that I want to group on.  However sometimes it does not have data and when this happens I want to group on field B.
 
Is this possible and if so how?

use a formula to flip the data and group on the formula

if isnull(fielda) then feildb else fielda

make the formula field in the field explorer
then in the group expert select the formula from the list in the report fields
