We have a report that generates multiple detail lines for an individual and the count of those lines goes in the group footer.  the person who uses the report wants to be able to filter the report  based on the count in the group footer. For example if there are 4 or more detail lines then the user wants to see that entry but if there is less than 4 detail lines the user doew not want to see that entry.  Is there a way to do that and how do we let the user enter that value.

If your Count is created using the COUNT function at a group level you can use a group select statement to filter.
Create a param as numeric then in the select expert toggle to the group statement and enter your criteria there
COUNT(row,groupfield)>={?Param}
