i do not know how you could do this in a standard ct but you could mimic the look of one using Running Totals (or shared variable formulas) and place in the report footer
I will assume ID is the unique student identifier
based on your sample data the total will be the same for all as a distinctcount(ID)
YOur first running total for P male Consanants is
Name=P_M_Cons
Field to summarize=ID
Type=DistinctCount
Evaluate=Use a formula
Gender="M" and E_Total_Consonants_Level="P"
Reset=Never
 
All the other values are exactly the same except you change your evaluation formula to match what you want to count...examples...
Gender="F" and E_Total_Consonants_Level="P"
Gender="M" and E_Total_Consonants_Level="D"
Gender="F" and E_Total_Consonants_Level="D"
Gender="M" and E_Total_Consonants_Level="B"
Gender="F" and E_Total_Consonants_Level="B"
