I have spent a lot of time creating a report in 2008 and later found that the system does not support 2008.
Is there a way to convert a RPT file written in 2008 to version 8.5

According to what SAP says. No. We have slowly upgraded versions for serveral years and for the most part, you cannot go backwards to previous versions.
