How big is the formula that you need to scroll that much?  I don't like that particular functionality, but it is not so detrimental...and is much better than report system that I also use where ctrl delete will delete the rest of the line and not the just the word...or double clicking selects the entire the line instead of what is between quotes.

 

you can use textpad or whatever your favorite editor is, but then you lose your report/table columns and parameters and function and formulas that are in the report along with syntax validation

 

so if your only gripe is that you can't scroll...
