Fabulous! Thank you. I knew there was an easy way to do this I just didn't know how. I'll work on verifing data later to see if the number come out correctly now.
 
Now I just need to figure out how to add 2 elements that have no data in the database but they want to see them as 0 data on the report...........

That can be tougher.

You can use outerjoins to do this but you likely have a filter on your report to limit the data to this FY which means it would likely exclude that data.
DEpending on how your data is that may not be an issue.
You also would want to make sure your data set to use defaults for NULLs. Otherwise it will be blank in the value rather than 0.

So any ideas on why the cross tab is still not returning the correct count? It is actually giving me the same count as the running totals did. I went to the details section and I have 39 SEV1B under Element Admin but if I look at the cross tab or running total it is giving me 37.
 
Is there a way to drill into the cross tab number to return with ID's it is counting? Or the running total? Or would those drill into details which proves that it is counting incorrectly?
 
Any thoughts would be appreciated.

You can create a formula that is the same as your conditinoal count and place that ont he detail line. It will return a True/False. If it si TRUE then it is being inlcuded, however you are also doing a distinctcount on the INCIDENT_REVIEW_ID_JOIN field so place that ont he details and count how many distinct rows with TRUE.

Also make sure you do not have anyu suppression on the details.Suppressing rows does not excldeu them from counts.
