How can we display all the records or values in the report for a default date range of "1900/01/01" to "1900/01/01"??

I'm using this below formula... It has to return 7 total records in the report but with this formula it is not returning all 7 records

if {?Approval Date} =  date(1900,1,1)
then {Command.APPROVAL_DATE} = {?Approval Date}
else
 if {?Approval Date} <> date(1900,1,1)

then

{Command.APPROVAL_DATE} = {?Approval Date}

Any help?

doesn't address the what to do when the date isn't equal to 1/1/1900.  Also, I am always leary of using Command object to retrieve data, as I don't think that is what CR was thinking when they were designed, so I am unsure of what they will return.

which records are not being returned?  once you know that, you might see why they aren't, since we have no knowledge of what is to be returned, or what the command looks like.
