Try this:

1.  Group by Attendance Dept Name.  Change the group and turn on "Repeat Group Header on each page"

2.  Create two group header sections.  The first one will contain the group name.  The second will contain a text field that has the group name (copy from the first header, paste, then drag it into the text object) and " Contd" (double-click in the text object, place your cursor at the end and start typing.)

3.  In the Section Expert, set the suppression formula for the first header to "InRepeatedGroupHeader" and for the second to "Not InRepeatedGroupHeader".  Do NOT click the "Suppress" check box!

4.  Create a running total that is a distinct count of the staff, reset on change of group.  For this example, I'll call this {#RowCount}.

5.  In the Section Expert, set the New Page After formula for the Details section to:
  {#RowCount}\11 - 0
Notice that I used a backslash (\) instead of a regular slash (/).  The regular slash is for division, the backslash is for Modulus, which gets you the remainder from a division operation.  This will give you a new page after every 11 records.   Do NOT check the "New page after" checkbox!

6.  In the Section Expert for the group footer, check the "New page after checkbox - this will start each group on a new page, whether or not the previous group has 11 records.
