I am struck with my report design:

The structure of my report should be:
 
Group Section on "Node"
           If "BU" = null
                  If "CGF_BU" = "50001"
                       Detail section
                 else
                       Detail section
           else
                     Group Section on ""LC"
                              Page Header
                              Detail Section
                              Sum Total
 
 
 
I am wondering how to design the sections.

well, basically each of 'if' lines becomes a group or part of a conditional suppression.
 
Group Node
  "BU" can never be NULL, unless BU is a field, then;
 Group BU
  Group dynamically on CBF_BU or LC
 
suppress what you don't want to see depending on the values of the groups.
