How can we encrypt or secure crystal reports so they cannot be modified in report designer.I'm using Crystal Reports XI(R1)

I believe that this has been addressed in other posts.  the simplest solution being, don't install report designer, only report viewer. 
 
The other answer is: you can't.  Designer is a development tool, and as such has no facility for removing the ability to modify a report.
 
You can also try setting the read only flag, but if they are savy, that is easy to get around.
