I am using Gifts Received State and Gifts Given States in my column and row names.  But in some instances there isn't the same state in the received column or vice versa.  For example, Alaska may have a gift given to one state, but not a gift received.  But I would like all the same states to show up in both the columns and rows.  It's easier to read.
 
Do you know how I can do this?

Basically you need to add a row of data for each state for each column that is 0, or something like that.  If you are connecting to directly to the tables in the database, this is going to be difficult, as what you really need to is 'create' data, and this is not Crystal's forte.  If you get the data via a stored proc, you should be able to do an outer join....
 
Do you have a 'states' tables?  If so, you can probably do an outer join to it in Crystal, this will 'create' the extra rows that you need.

Thank you.  I will see if they have a states table.  I don't have access to stored procedures, since it is a third party database.
