I don't know how to do this in Crystal, but in SQL, I would another line to the where clause like:
 
Part1.PartNum NOT IN (SELECT PartNum FROM PartTran1 WHERE TranType IN (what you don't want to see))
 
this will return a list of part numbers that have the trantype you don't want, and then you are skipping them.
 
Just a thought, hope it helps.
