Is there a way to disable the suppression of a group field if the group name does not exist?
I have a report that has two groups. Depending on the data, not all names in group 2 occur in every group 1. What I would like is to have all available names in group 2 always appear within each group 1 regardless if it exist in group 1 or not.
"Supress Printing If no Records" in Print Options is not checked

If I understand your request correctly the data is not being suppressed, it does not exist. If it does not exist it cannot be displayed.
Sometimes you can address this via left joins to force a record to come into the report with associated NULL values from its linked table and then they can be displayed, but ultimately you need a way to make the data exist in order to display it.

DBlank is correct, if the data doesn't exist, Crystal isn't going to display, it doesn't know that it's missing. Using a stored proc, can help in creating data that doesn't exist in the join.
But the ultimate solution is have the data that you want to display in the record set for Crystal to 'see'
