I thought of that option but part of the process would be determine exactly which row is going to be the start of column 2. You would have to count each row, header change and footer to determine the entire used space. This is not impossible but is less stable than my other suggestion of using the pheader. Although my suggestion does not handle the repeat of the gh3 (chocolate covered cookie dough in your sample pdf)...that one I am not sure of.

I'll keep thinking about it but right now the page header is both the simplest and most stable approach I can come up with...
Any one else have ideas?

I'll throw my two cents in:
 
I wrote a quick little report, and counting the distance of each line should work.  I would create the new detail sections that mimic the group headers and suppress them unless the distance has passed a certain number.  Since this is a 2 column report, I would reset the value at the page change....though I have had problems with resetting at the page header.
 
My big concern was how Crystal writes, but it goes down one column and then the other...I was hoping that it would do that as opposed to writing a line at a time (both columns)

I did a simple formula to count lines, so that I could see how Crystal processed the rows.  What I would use is the size of each section...usually for my reports the size of the section is the size of the field (at least height), I would use the size and position option to 'know' the height of a section and then for each section I would have a formula that increments a variable.  So in the GH1/GH2 section it might be(as they appear to be the same height:
shared numbervar pageHeight := pageHeight + .5;
""  //hide the result
While Details might be:
shared numbervar pageHeight := pageHeight + .385;
""
the page header woud be a reset,
shared numbervar pageHeight := 0;
 
The biggest challenge would be in the suppression formulas for the 'new' headers
for newGH1 it would be like:
shared numbervar pageHeight;
pageHeight > x (TBD)
 
in the new GH2, I would add a reset so that it the new headers don't keep printing...
shared numbervar pageHeight;
if pageHeight >x then (
 pageHeight := 0;
 true;
)
else
 false
 
 
you may not need the false, but it doesn't hurt.
