Crystal Reports Parameters

Message

     I have a Crystal Report 11 i have a selection formula record 
 {@ToDate} = {?Date Range} and
( if  {?Customer Number} = 'All' then true else {ararecv.custno} = {?Customer Number}) and
( if  {?Item Number} = 'All' then true else {artrans.item} = {?Item Number}) and
(if {?Supplier Number} = 'All' then true else {apvend01.vendno} = {?Supplier Number})

The report only returns parameters with (ALL) selected if you enter a customer # or a Item # or a Supplier # it returns nothing.
