How can I calculate and display difference of two rows (Budgeted vs Actual) as % in Cross Tab using Crystal 9.x

Try this:
Create your two SUMs (Budgeted and Actual) using the Insert Summary function.
Create a formula field to get the percentage using Summaries inserted via the Insert Summary Function.
SumBudget %SumActual
Insert the formula into your crosstab.
