I have a character field in my data and report that has multiple values.  I want to be able to parameter Prompt yes or no for a specific value or all.   For example in this field I can have (PF, DR, TY, FP, FC and on)  The decision I want made in the record selection is to have only PF or have all .

You need to add 'All' as one of the options. Then in your record selction formula have it check for "all" or any of the other options. For example, here is a selection formula:
{?Param}='All' OR {?Param}={table.yourfield}
