I report out of a SQL database as well and my reports pull exactly what is in the database, even the special characters.  I just tried typing alt 164 in a Crystal Text box and it worked fine.  What is your data showing in your crystal report?

Also, not all fonts have the ability to handle special characters.  Be sure you're using a font that has the characters you need defined.
