When I schedule job to run in the CMC and export the file to a share drive as a tab separated Text, everything works great. 
However, any word (non number) gets a set of quotes around it.  If I export to tab separated text while actually in the crystal report it all works fine.  I don't see any parameters or options that would cause different behavior.
 
Any ideas would be appreciated.

Crystal Server (CRS) or BusinessObjects (BOE)?  Is that also version XI?
 
I don't currently have access to an BOE/CRS XI r1 or r2 system - just BOE 3.1 or CRS 2008, so I'm not absolutely certain what the scheduling options are there.  However, when you set the format for the schedule, you should see a checkbox that says something like "use format defined in report".  If you uncheck that, you should then see options to define the format, including whether or not to use quotes.

I am using  Product: 12.1.0 2008 Business Objects, an SAP company. All rights reserved and CR 11. 
 
There is an option like that on excel and CSV but there are no options on tab separated text. 
 
At this point I have my users open in excel and export to tab / text but it would be nice to prevent this step.

Take a look at the CSV options - you can specify the delimiter between fields, so you may be able to use that.
