I've created installer package with Visual Studio 2005 for distribute Crystal Report XI R2 Runtime, it can installed in Windows XP, but got error when installed in Windows 98 :

"Error 1723. There is a problem with this Windows Installer package. A DLL required for this install to complete could not be run. Contact your support personnel or package vendor. Action BOBJFeatureUpdate.9CED35E4_C9E6_11D3_9833_00A0C9DA4FE9, entry: BOBJFeatureUpdate, library: C:\WINDOWS\TEMP\MSI4116.TMP"

Does anybody know how to handle this problem ?
