Are you using BusinessObjects or Crystal Server to publish your reports?

In either case, the machine where the reports are published must have access to the database.  Have you checked the tnsnames on the report server to determine whether the correct entry is there for your database?  If so, try using tnsping to see if the server can "see" the database.
