If there is no linkage between dataset 1 and dataset 2:

1.  Create a main report with data from dataset 1.
2.  In report footer, put a subreport with the data from dataset 2.
3.  Format report footer section to turn on "New page before".

In the main report, go to the Section Expert (right-click in the gray area to the left of the page header and select Section Expert.)  For the page header, click on the formula button to the right of "Suppress".  Enter this:

pagenumber > 1

Save and run your report again.
